Section 504 of the Rehabilitation Act of 1973

"No otherwise qualified handicapped individual in the United States..., shall, solely by reason of his handicap, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance."

The Rehabilitation Act of 1973 (PL 93-112, September 26, 1973) and its subsequent amendments are precursors to the more well-known Americans with Disabilities Act that was passed in 1990.

Section 504, Subpart D applies to preschool, elementary, secondary, and adult education programs or activities that receive Federal financial assistance.
